1997 LICKING COUNTY HOUSING FORUM: Community Organizations

Licking County is fortunate to have a wealth of local organizations actively addressing the need for emergency housing, transitional housing, affordable housing, self sufficiency training, and other housing related issues.

LEADS Community Action Agency
Currently LEADS operates four facilities throughout the county. Jefferson Place in Utica is a 48 unit complex that can provide rental assistance in 30 of the units. Blue Heron Apartments and Crossroads Manor, both in Hebron, are senior complexes that combined provide 88 units. Brookside, located in Pataskala, provides 32 units of housing. Blue Heron Apartments, Crossroads Manor, and Brookside are all tax credit properties.

Licking County Planning Commission
$600,000 in Community Housing Improvement Program (CHIP) funds were awarded to the County for fiscal year 1997. These fluids will be used for homeowner rehabilitation, home repair, and tenant based rental assistance.

Licking County Aging Program
Two senior complexes are currently being developed. Candlewick Commons, a HUD 202 project, is located in downtown Newark. It will provide 42 units of elderly housing. Sharon Glyn is being constructed in partnership with a private development corporation. It will provide 60 units of housing.

The Licking County Coalition for Housing
LCCH operates 27 units of transitional housing for homeless families and individuals. Staff work closely with residents to provide linkage to supportive services, with the goal to address the issues that led to homelessness, and to assist in regaining permanent housing. In addition, LCCH offers up to four additional housing units to graduates of the Licking Muskingum Community Correction Center.

New Beginning Shelter for Victims of Domestic Violence
A new shelter is scheduled to open in mid-October. It will provide shelter for up to 25 women and children. Currently the shelter can provide assistance to up to 15 women and children. New Beginnings provides a flexible, 30 day program.

The Salvation Army
The Salvation Army recently expanded its shelter to 18 beds, 3 couches, 3 baby beds, and 1 bassinet. Anyone who is homeless is welcome at these facilities. Meals are also provided and no one is turned away.

Habitat for Humanity
Habitat is an ecumenical-based, international self-help housing program. The local affiliate, with its partner families and volunteers, has constructed or rehabbed six homes in Licking County to date.

Moundbuilders Guidance Center
To qualify for assistance, the individual must be severely mentally disabled. Currently 26 housing units with supportive services are provided to resident/consumers in Newark.

East Mound CDC
East Mound operates the T.J. Evans House, an 8 unit facility for very low income individuals. Residents of the T.J. Evans House are also provided with self sufficiency training. The H.O.M.E. (Home Ownership Made Easy) buyers program provides the training and education needed to purchase and own a home.

City of Newark
The Community Development Division maintains a budget of $l,531,000 for fiscal year 1997. This figure includes $1,024,000 in federal funds, $370,000 in other fluids, and $137,000 in program income. These fluids will be used to support housing rehabilitation programs, down payment assistance, homelessness programs, and several capital projects.

Spencer Half-Way House
This is a 16 bed facility for both men and women with drug and/or alcohol problems or mentally emotional problems. Often the residents exhibit signs of both illnesses. Residents live in this a therapeutic community for 6 months.

YWCA Homeshare Program
This program helps anyone regardless of income level. Applicants share a home with the homeowners for six months, at which time the contract can be renewed. Often individuals are placed with elderly who want to stay in their own home.

The ARC
The Association for Retarded Citizens serves as an advocate for and provides housing and recreational programs for individuals with mental retardation. The ARC continually initiates needed programs and services for this population.

Licking County Board of MRIDD
This agency utilizes capital fluiding form the State Board of Mental Retardation and Developmental Disabilities to purchase single family homes for clients and their families, in addition to providing needed support services.
